Essential Duties / Responsibilities:
• Define and document application architectural guidelines and patterns used across the program's services.
• Selection/design of implementation patterns, frameworks, libraries, and technologies used within ISDH services
• Design of APIs (C#, HTTP) and ensuring compliance with data privacy, meet security frameworks and performance requirements, and support 3rd party integration with ISDH services
• Developing and testing new versions of core libraries and frameworks and performing proof of concepts for development teams.
• Implement libraries and frameworks used across the program's services.
• Technical consultant to other developers and managers providing feasibility, design support and implementation information.
• Excellent large-scale design and implementation skills with .Net programming (C/C++/C#/JAVA/ etc.).
• Strong architecture and design experience in .NET technologies including MVC framework, C# programming language.
• Working with structured data formats (e.g. XML), Azure cloud service, and Azure Devops for build and deployment
• Perform reengineering existing solutions from different platforms and converting applications into latest .Net Framework.
• Implementing enterprise level security, web applications with focus on scalability, by rewriting/refactoring/re-architecture.
• Working in a diverse environment collaboratively, with leadership skills to gain desired outcomes.
• Communicating complex technical concepts to non-technical stakeholders of program teams.
• Evaluating new technologies for their appropriateness to proposed solutions, including assessing strategic and/or tactical benefits.
• Work with Program team members on detailed business requirements, understanding business processes and technology, agency standards, and ensuring project goal alignment.
• Transform old application architecture into newer technology and produce required artifacts for the reference.
• Understands key trends in application architecture / management technologies / tools that may impact agency future.
• Deliver platform and architecture recommendations based on project requirements and industry best practices.
• Other responsibilities as assigned.

Experience / Skill Requirements:
• 12+ years Architect experience on .NET C# web-based applications
• 5+ years’ experience as lead .NET Architect
• Strong experience in Visual Studio, C#, ASP.NET and .NET framework components such as MVC4, Restful Services, Entity Framework, Web API, LINQ, Razor, etc.
• Excellent knowledge of software and application design and architecture of service-oriented enterprise applications
• Experience with reporting and analytics in a .NET environment
• Excellent knowledge modeling methods and familiarity with HTML/CSS, JavaScript
• Experience with Azure and AWS environments is a plus
• Experience in Cloud SaaS solutions development preferably with Azure or AWS tools
• High quality organizational, leadership, communication, and collaborative skills
• Experience in Healthcare Industry is a plus

Educational Qualification:
• Bachelor’s Degree in Computer Science or related fields with IT experience
